I'm not really sure if I can help you with Casper's tail problem or not. I'm glad that he's behaving better and getting over his barn sourness. He's probably beginning to trust you more and feel more comfortable in his new home. As for the scab and bleeding, there are several possibilities. It could be an injury, perhaps he was itchy and rubbed his tail against something sharp, or it may be bug bites of some kind or mites. If it doesn't get better you should ask a vet. Have fun riding! And here's another vote for you.
