Yes I know that, but there are 2 extremes, one of them is the horse pulling your arm out of its socket and the other is having the rope dragging on the ground. There is a nice medium. No offense to you or your horse, I know everyone has their own preferences.

for the person from QB, she does carry her head low like that sometimes on the line only. she's level or just a tad below the withers when you ride her. She's bred and built to be level like that. As for the slack in the lunge line, I think it denotes the fact that she's light and will stay on a circle without pulling you off your feet, or your arm out of your shoulder socket! LOL!
